Project proposal template (for freelancers and agencies)
A project proposal is the document you send after a discovery call to win the work. It restates the client's problem in their words, proposes an approach, lists what you will deliver and when, gives a price, and asks for a decision. The best proposals are short: two to four pages that the decision maker can read in five minutes and approve.
What should a project proposal include?
A project proposal should include the client's problem and goal, your proposed approach, deliverables, timeline, price or pricing options, why you, and a clear next step to accept.
The template
| Section | What to write | Length |
|---|---|---|
| The situation | The client's problem and goal, in their words from the call | One paragraph |
| What success looks like | Two or three measurable outcomes | A short list |
| Approach | How you will get there, in phases | Three to five steps |
| Deliverables | What they will receive | A list |
| Timeline | Key dates and what you need from them | A short table |
| Investment | The price, ideally as two or three options | A small table |
| Why us | Relevant past work and how you work | One paragraph and one or two examples |
| Next steps | How to accept, what happens after, how long the offer stands | Three lines |
What does a completed project proposal look like?
A completed project proposal restates the client's goal, offers two or three priced options with clear deliverables, and ends with a dated next step.
Fieldwork Studio proposes a website to Northwind Bakery after a 30-minute call. Names are invented.
- The situation: "Cake orders come in by phone, which ties up the team in the busiest hours. You want customers to order for pickup online before the holiday season."
- What success looks like: online ordering live by 4 December; half of cake orders online by spring.
- Approach: discovery and content plan; design of six page templates; build with pickup ordering; staff training and launch.
- Deliverables: six-page website, pickup ordering connected to your payment provider, one-hour staff training, a how-to guide.
- Timeline: kickoff 2 November; designs 13 November; staging 27 November; launch 4 December. We need your copy by 11 November.
- Investment: Essential, $9,500: site and ordering. Recommended, $12,000: adds menu photography direction and a month of fixes after launch. Growth, $16,500: adds gift cards and email signup.
- Why us: we built ordering for two independent food businesses this year; one now takes 60% of orders online.
- Next steps: reply with the option you choose by 30 October; we send a statement of work and a deposit invoice the same day.
How do I write a project proposal that wins?
Write a winning project proposal by using the client's own words, offering two or three options, keeping it short, and sending it within a day of the call.
- Lead with their problem, not your company. The first paragraph should sound like the client describing their situation.
- Offer options. Three tiers turn "yes or no" into "which one", and the middle option is usually chosen.
- Price the outcome, not the hours, unless the client insists on hourly billing.
- State what is out of scope in one line. It prevents scope creep before it starts.
- Send it fast. A proposal sent within 24 hours of the call beats a better one sent next week.
- Follow up on a date. Put the decision date in the proposal and check in the day after it.
What happens after the client accepts?
After the client accepts a proposal, send a statement of work and contract, collect the deposit, and start onboarding before the kickoff meeting.
The usual order is: proposal accepted, then a statement of work and freelance contract signed, deposit paid, a client onboarding checklist to collect access and assets, and finally the kickoff call using a project kickoff meeting agenda.
How can I keep proposals and deals together in Flori?
In Flori, each proposal is attached to a deal in your pipeline, so you can see which proposals are out, what each is worth and what to follow up today, and a won deal turns into the project.
Flori is a CRM with project management for freelancers, agencies and small teams. Accounts, people, deals and leads sit next to the projects they become. An assistant such as Claude or ChatGPT connected to your workspace can draft the proposal from your call notes and the client record for you to edit. Flori does not do e-signatures or payments, so use your usual tools to sign and invoice.
FAQ
How long should a project proposal be? Two to four pages for most freelance and agency work. Decision makers rarely read more. Put supporting detail, such as case studies, in an appendix or a link.
Should a proposal include the price? Yes. A proposal without a price cannot be approved. Offering two or three priced options gives the client a choice and makes the conversation about value rather than cost.
What is the difference between a proposal and a statement of work? A proposal sells the project: problem, approach, options and price. A statement of work comes after the yes and defines exactly what will be delivered, when, how it will be accepted and how payment works.
How soon should I send a proposal after a call? Within one business day. Speed signals how you will run the project, and the details of the call are still fresh for both of you.
Should I follow up if the client does not reply? Yes, on the decision date stated in the proposal, then once more a week later. Keep it short and ask whether anything needs to change for the proposal to work.
